UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a new survey of local authorities, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that six out of ten of local authorities are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of playing fields and open spaces to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of councils seeking to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on service redesigns and using savings to weather growing fiscal pressures.”

Detailed Examples of Proposed Sales

One local authority in Kent said its property management strategy featured the sale of a retail complex in a local town and a social club in Rochester to raise £20m over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Rises and Wider Fiscal Pressures

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to raise council taxes next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both better provisions and financial savings,” stated Vince Maple.

He added: “We face demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

Research of regional authorities this week also found council budgets being stretched by the growing number of children and older individuals needing Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the Send system until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Gaps

According to the latest deprivation measures (IMD) covering English councils, many key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only a single urban area is among the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures highlights the scale of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Without this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the study found.
